Summary
The U.S. Department of Agriculture's Food
and Nutrition Service (FNS) continued in FY
1975 to provide cash and food assistance to
the Nation's schoolchildren and needy
families through its Child Nutrition and
Family Food Assistance Programs.
In fiscal year 1975:
• Participation in the National School Lunch
Program peaked at 25.3 million. Of these,
10.6 million were provided with 1.6 billion
free or reduced price lunches.

Child Nutrition Programs
FNS provides cash and food assistance to
several programs designed to improve the
nutrition of children in public and nonprofit
private schools, child care centers, settlement
houses, summer day camps and recreation
centers.
During fiscal year 1975:
• The total number of meals served in all
Child Nutrition Programs came to nearly
4.7 billion, 231 million more than the
previous year's total of 4.4 billion. The
School Breakfast Program and the Special
Food Service Program accounted for 0.3
billion meals each.
• The number of free and reduced price
meals served to needy children increased
15 percent-from 1.9 billion to 2.2 billionrepresenting
46 percent of the total meals
served.
• Federal contributions to Child Nutrition
Programs totaled $2.0 billion-28 percent
more than in fiscal year 1974. Of this
amount $1.6 billion was cash, apportioned
to States, and the remaining $400 million
was the Federal cost of donated foods.

National School Lunch Program
The National School Lunch Program, jointly
administered by USDA and State education
agencies, provides Federal assistance in the
form of cash an9 commodities for lunches
served to schoolchildren. The program provides
additional assistance for lunches served
free or at reduced price to needy children.
In fiscal year 1975:
• The program was available in 88,921
schools, 1 ,342 more than the previous
year.
Participation
• Student participation peaked in March at
25.3 million, representing 57 percent of the
children enrolled in participating schoolsabout
the same percentage as the previous
year when school lunch participation
peaked at 25 million. Student participation
averaged 24.9 million, 300,000 more than
a year earlier. Of these, 10 million needy
youngsters received lunches free or at reduced
price, compared to 9.5 million a year
earlier.
• The program served 4.1 billion lunches, 2
percent more than the 4 billion lunches
served a year earlier. Of these, 1.6 billion
were provided free or at reduced price
compared to 1.4 billion the previous year.

School Breakfast
The School Breakfast Program was authorized
on a limited basis by the Child Nutrition
Act of 1966 and was made avai !able to any
school wanting it in 1973. The Federal Government
provides cash reimbursement,
donated foods, and technical guidance to
States in establishing and operating school
breakfast service.
In fiscal year 1975:
• The breakfast program reached a peak of
nearly 2 million children in 14,277 participating
schools, compared with 1.5 million
children in 11,882 schools a year earlier.
This represents 30 percent more children
having breakfast in 20 percent more participating
schools. On the average, breakfast
participation was 1.83 million compared
to 1.37 million the previous year.
• The program served 294.7 million breakfasts,
an increase of 30 percent over the
226.7 million served in fiscal year 1974.
The program continued primarily to
benefit needy children, with 82 percent of
the breakfasts served free or at reduced

price. Eighty-three percent of the breakfasts
served a year earlier were free or at
reduced price.
• Federal contributions totaled $94.9 million
including $86.1 million in cash reimbursement
and $8.8 million worth of donated
foods. The total was 44 percent higher than
the $65.9 million Federal contribution in
fiscal year 1974.
• The average Federal contribution
amounted to 32.2 cents per breakfast, 11
percent higher than the previous year, due
in part to adjustments in reimbursement
rates reflecting the Consumer Price Index
for food away from home. Additional funding
was provided to pay up to 100 percent
of the operating costs for free breakfasts,
not to exceed 45 cents, for especially needy
schools.

Special Food Service Program
The Special Food Service Program, started in
1968, provides assistance for meal service to
nonresidential child care institutions in areas
of low income and areas with a substantial
percentage of working mothers. The program
includes both year-round child care and Head
Start centers, primarily for preschool
children, and summer feeding programs for
needy school-aged children in parks,
playground, and recreation programs.
In fiscal year 1975:
• The program was available through 23,699
centers, 24 percent more than last year's
total of 19,041. This year's total includes
11,676 centers in the year-round phase and
12,023 in the summer phase.
• The program reached 2.2 million children,
462,000 more than a year ago. The yearround
phase of the program reached
457,000 children, 21 percent more than last
year while the summer phase reached 1.78
million, 27 percent more than the previous

accounted for 80 percent of the total participation
this year. In fiscal year 1974, the
summer phase accounted for 79 percent.
• A total of 308.5 million meals were served,
36 percent more than the previous year.
Nearly 73 percent of the total was provided
in the year-round program.
• Federal contributions increased 63
percent-from $64.9 million in fiscal year
1974 to $105.8 million this year. Some
$6.7 m iII ion represents the value of commodities
distributed by USDA and $99.1
million was cash reimbursement. The
summer activities accounted for $50.3
million or 51 percent of the Federal cash
contribution.
• Federal contributions averaged 33.5 cents
per meal, 5.3 cents higher than in fiscal
year 1974. Federal contributions for the
summer program averaged 60.3 cents per
meal, 7.1 cents more than a year earlier.
For the year-round activities, these contributions
averaged 23.4 cents, 5 cents
more than the previous year.

Special Milk Program
The Special Milk Program provides Federal
reimbursements to eligible participating
schools, child care centers, settlement
houses, and summer camps for part of the
cost of milk served. Milk is provided free to
especially needy children .
In fiscal year 1975:
• The program was available in 88 ,800
outlets-83,700 schools, 3,400 summer
camps, and 1 ,600 institutions. This was 2
percent fewer than the 90,800 outlets reported
the previous year.
• Over 2.1 billion half-pints of milk were
served compared to 1.4 billion in fiscal
year 1974. This total represents 2.04 billion
to schools, 43 million to summer camps,
and 58 million to institutions.
• Especially needy children benefitted from
nearly 348 million free half-pints of milk-
16 percent of total half-pints.
• Federal cash contributions totaled $122.9
million-150 percent more than last year 's
total of $49.2 million. The Federal contribution
per half-pint of milk averaged 5.74
cents, up 67 percent from last year ' s 3.44
cents.

Nonfood Assistance Program
The Nonfood Assistance Program provides
Federal cash and technical assistance to State
educational agencies to help needy schools
acquire food service equipment to establish,
maintain, or expand food service programs.
Schools receiving this aid must agree to
participate in the National School Lunch or
School Breakfast Program.
In fiscal year 1975:
• A total of 8,347 schools received equipment
assistance of $26.3 million. This compares
to 8,489 schools receiving equipment
assistance of $27.2 million in fiscal year
1974-a decrease of 2 percent in the
number of schools and 3 percent in Federal
contributions. Of the total8,347 schools
assisted this year, 1 ,328-previously without
food service-received 48 percent of
the total Federal expenditures.
• Average daily attendance at schools receiving
nonfood assistance was 3.8 million
children, 11 percent below the previous
year's total of 4.3 ,million . Of the total 3.8
million children, 3.2 million were attending
schools with an existing food service,
and the remaining 600,000 were attending
schools that initiated a new program in
fiscal year 1975.
• The average expenditure per school
dropped 2 percent, from $3,203 to $3,149.
The average was $9,386 per school in starting
new programs, and $1 ,969 per school
in those with existing programs. Average
expenditure per child was $6.88-up 9 percent
over the $6.33 the previous year.

Family Food Assistance Programs
FNS provides food or the means to buy food
to low-income households through the Food
Stamp, the Food Distribution, and special
nutrition supplement programs . The total
U.S. population-due to an August 1973
congressional mandate-now has access to
the Food Stamp Program . (Only persons
living on Indian reservations and those
residing in the Trust Territories have been
granted the option to continue in the Food
Distribution Program) . At year-end, over 96
percent of all persons receiving family food
assistance were in the Food Stamp Program.
In fiscal year 1975:
• Over 19.9 million people benefitted from
food assistance programs by the end of the
fiscal year, 30 percent above year-end
participation a year ago. A rising
share-96.3 percent-of these participants
were food stamp users, while the second
most active program , the Special Supplemental
Food Program for Women, Infants
and Children (WIC) accounted for 2.5 percent
of the participants. The Food
Distribution Program accounted for
slightly more than 0.4 percent of total
participation .
• Federal payments for family food assistance
totaled slightly over $4.5 billion, up
55 percent from the $2.9 billion the
previous year, reflecting increased food
costs, the rise in unemployment, and the
switch from food distribution to food
stamps.
• The average Federal contribution per
person per month increased 22 percent in
the Food Stamp Program, from $17.61 to
$21.41. In the Special Supplemental Food
Program for Women, Infants and Children
(WIC), the average monthly benefits per
person increased 18 percent , from $15.86
to $18.58, while the Federal cost of the
food "package" increased 16 percent in
the Food Distribution Programs-from
$7.97 to $9.25.

The Food Stamp Program
The Food Stamp Program , administered in
cooperation with the State welfare agencies,
subsidizes low-income households to buy
more food of a greater variety through retail
stores. Participants pay a specific amount of
money, based on household size and income,
and receive an allotment of food stamps
worth more. State agencies assume responsibility
for certifying eligible households and
issuing stamps.
In fiscal year 1975:
• The number of food stamp project areas increased
8 percent-from 2,818 to 3,035-
resulting from the completion of the 1973
mandatory nationwide switch from Food
Distribution to the Food Stamp Program .
• Participation at the end of the fiscal year
was 19.2 million, 42. percent higher than
the 13.5 million the previous year. During
the peak month of operation , participation
reached 19.3 million , compared to 13.7
m iII ion the previous year . Participants of
nonpublic assistance households constituted
56 percent of all food stamp users at
the end of this fiscal year, compared to 46
percent at the end of fiscal year 197 4. This
was the first time public assistance
recipients have dropped below half of the
total food stamp caseload .
• Recipients paid $2.9 billion and received
food stamps worth $7.3 billion , giving
them a food buying bonus of $4.4 billionup
63 percent from the previous year. Of
total bonus dollars issued , slightly over
$1.26 million in free bonus food stamps
were issued on an emergency basis to
32,600 victims of natural disasters at 22
projects in 6 states.
• Average monthly benefits per person increased
22 percent, from $17.61 in fiscal
year 1974 to $21.41 this fiscal year. Food
stamp allotments are adjusted semiannually
according to changes in food
prices.
• The number of outlets authorized to accept
food stamps increased by 42,000, from
201,000 last fiscal year to 279,000 in fiscal
year 1975.

Direct food distribution to needy families had
virtually ended as a result of the 1970
Congressional mandate for a nationwide
Food Stamp Program. However, Indian
reservations were granted the option to continue
food distribution until June 30, 1977.
In fiscal year 1975:
• The needy family program distributed
103.3 million pounds of donated foods, 81
percent less than the 549.5 million pounds
distributed last year.
• Recipients received a monthly average of
26.7 pounds of food per person at a
Federal cost of $9.25. This compared to
23.1 pounds of food costing $7.97 in fiscal
year 1974.
• The total Federal cost of the food for

with 39 projects in 10 States (including
the Pacific Trust Territory) serving
88,000 needy people-a decrease of 349
projects.
• Participation at year-end totaled 88,000,

Special Supplemental Food Program for
Women, Infants and Children (WI C)
The Special Supplemental Food Program for
Women, Infants, and Children (WIG), begun
in January·1974, provides cash grants to
State health departments or comparable
ager..cies and to recognized Indian tribes,
bands, or groups. The recipients of these
cash grants make supplemental foods available
to pregnant and nursing women, infants
and children up to their fifth birthday
through participating health clinics.
In fiscal year 1975:
• At year end, monthly participation reached
498,000, a 142 percent rise in participation
from June 1974. Average monthly participation
was 344,000, compared to last
year's average of 88,000. WIG projects
operated in 48 States, Puerto Rico, Virgin
Islands, and Indian reservations.
• Federal expenditures totaled $89.3 million,
compared to $10.4 million the previous
year. Food costs in fiscal year 1975
accounted for 86 percent of the total, administrative
costs for 8 percent, and clinic
costs for 6 percent.
• The cost of food per person averaged
$18.58 in June 1975, an 18.5 percent increase
above last year.
• Specified amounts of certain foods-such
as iron-fortified infant formula and cereal,
fruit or vegetable juices high in vitamin C,
and milk and eggs-were provided
through State-run delivery systems. Most
recipients received vouchers, redeemable
at retail stores, although some areas distributed
food directly to people taking part
in the program.

Total Public and Private Schools: All public
and nonprofit private elementary and secondary
schools in the 50 States, District of
Columbia, and Territories (American Samoa,
Guam, Puerto Rico, Virgin Islands, Trust
Territories, and overseas dependents
schools).
National School Lunch Program (NSLP):
Public and nonprivate schools that entered
into an agreement with the U.S. Department
of Agriculture to:
Serve Type A meals (prescribed food components
meeting approximately one-third
of the daily nutritional requirements), and
Have an acceptable policy that will provide
needy children with free or reduced price
meals.
Breakfast Program: Those schools serving
breakfasts that receive funds under the Child
Nutrition Act.
Nonfood Assistance Program: Represents the
total number of schools that used one of the
following sources of aid for the purchase of
food service equipment:

Supplemental Section 32 Funds
Child Nutrition Programs in Schools:
Those schools operating under the National
School Lunch Act of 1946, as amended,
and I or the Child Nutrition Act of 1966, as
amended.
Participants: This term is synonymous with
children reached and is based on adjusting
the number of meals served daily by States
to account for absenteeism. The national
absentee rate was 8 percent during fiscal
year 1975. The resulting participation is an
average number for a peak month, nationally.
Participation would be higher if each State's
individual peak were considered, or if reports
were based on the largest number of
meals served on a single day. Participation
also assumes that the same child eats every
day when in school.
Peak Reached: The average number of meals
served daily or the number of participants
served during the peak month, nationally.
Individual States could have a different peak
month, thus, the numbers shown tend to
understate the children reached.
State Administrative Expenses (SAE):
Covers funds apportioned to States ($6.7
million in fiscal year 1975) to provide
financial assistance for administering USDA
child feeding programs.
Federal Cost of Commodities: The cost of all
donated commodities that are provided
by USDA.
USDA sources:
Section 6: Special funds authorized under
the National School Lunch Act, for NSLP
schools;
Section 32: Commodities purchased with

commodities. These are public and nonprofit
private schools that have a food
service program and receive USDAdonated
commodities, but do not participate
in the National School Lunch

Program. They are not eligible to receive
cash reimbursements or Section 6
commodities.
Note: Commodity costs for the breakfast
program were estimated by the Child
Nutrition Division to be about 3 cents per
breakfast in fiscal year 1975. This cost has
been deducted from the total cost of food
distributed leaving the remainder to represent
the cost of NSLP schools and
''Commodity-Only'' schools.
Federal Program Outlay: The same as A 11
Federal Outlays except that it excludes State
Administrative Expenses (SAE):
The Federal Program Outlay per child is
based ?n dividing the total Federal Outlays,
excludrng SAE, by the number of participants
reached during the peak month (see
definition of Participants on preceding page).
The Federal Program Outlay per meal is
based on dividing the Federal Outlay
·excluding SAE, by the total number ~f meals
served.
Special Milk Program:
Number of outlets refers to the peak number
of schools, child-care institutions and
summer camps for which claims have been
approved during a single month for each type
of outlet, nationally. ·
Special Food Service Program:
The Special Food Service Program serves
child_ren of school age or under, in nonresidentral,
nonschool institutions such as childcare
centers, settlement houses and recrea-tion
centers. '
Summer Only: Programs operating about 50
days during the summer, usually in July and
August. The summer-only programs
primarily serve school-age children .
Year-Round: Establishments operating a
program all through the year, generally
serving preschool children.
Number of Outlets: The peak number of
institutional outlets for which claims have
been approved for a single month, nationally.
Average Daily Attendance: The number of
children actually attending daily, as opposed
to enrollment.

Total Meals Served: Includes the total
number of meals served in year-round and
summer only outlets and includes the total
for the following types of meals:
Breakfasts
Lunches
Supplemental Meals (snacks)
Suppers
Federal Contributions:
Cash: Includes Section 13 (National School
Lunch Act) funds and Section 32 funds used
for equipment in fiscal year 1975.
Commodities: Includes the Federal cost of all
federally donated commodities. (See Special
Food Service outlets described under Food
Distribution Program, below.)
Special Supplemental Food Program (WIC)
Year-End Participation: The total number of
recipients to whom supplemental foods or
vouchers have been issued.
Value of Benefits: The Federal cost of
providing special supplemental foods to
recipients participating in the food aspect of
the WIG Program.
Administrative Funds: Those direct and
indirect costs, exclusive of food costs which
State and local agencies determine to be
necessary to support program operations.
Such costs may include, but are not necessarily
limited to, cost of general State and
local agency program administration,
monitoring, auditing, nutrition education
startup, and nutritional assessment. '
Benefits per Person: The value of benefits
divided by cumulative participation.
Food Distribution Program:
Outlets. Refers to the number and kinds of
outlets reported by the States as receiving
federally donated foods. Types of outlets include
the following:
Schools: Those operating a lunch or breakfast
program under the National School
Lunch Act, as well as nonprofit schools
not participating in the National School
Lunch Program but providing elementary
and secondary children with food service
on a nonprofit basis. Subclasses of schools
based on types of commodities utilized
include:
Section 32, 416, and 709 Outlets: All
schools-Lunch, Breakfast, and
''Commodity Only.''
Section 6 Outlets: Only National School
Lunch Program schools.
Special Food Service Outlets: Child
feeding outlets (institutions, not schools)
obtaining only Section 32, 416, and 709
foods. For the purpose of this table and
the allocation of donated foods, Special
Food Service outlets are grouped under
schools.
Institutions: All nonprofit outlets, other than
Special Food Service outlets, receiving
Section 32, 416, and 709 foods only. Institutions
are divided into the following two
categories:
Year-round: Outlets operating on a yearround
basis, such as nonprofit orphanages,
old-age homes, hospitals, etc.
Summer Camps: Nonprofit summer camps
operating between June and September.
Needy Persons: Individual participants as a
class of outlets receiving Section 32, 416, and
709 commodities directly. Recipients in this
category include the following:
Needy Families: The number of persons
participating in the Needy Family Food
Program at the end of the fiscal year, i.e.,
June 1975.
Supplemental Food: The number of eligible
mothers, pregnant women, and
children up to their fifth birthday, provided
with a specially designed package of donated
foods to meet their nutritional needs.
The participation data are based on yearend
participants.
Nutrition Program for Elderly: Consists of
commodity support from Section 32 and
416 for meals served under the Older
Americans Act of 1965, as amended.
Persons Participating: Persons receiving the
benefits of federally donated goods in each of
the outlets described above during peak
month, nationally. (See definition of Outlets,
above.)
Pounds: Includes those pounds of all
commodities reported by the States as distributed
to program recipients during fiscal
year 1975.
Federal Cost for Commodities: The actual
acquisition cost, plus those transportation
and storage costs incurred by USDA.
Cash Assistance to States for Needy Family
Program: Cash funds allocated directly to the
State agencies for the purpose of providing
financial assistance to the States for distributing
USDA commodities.
Food Stamp Program:
Projects: Operating units that generally
coincide with counties, but also include
welfare districts, independent cities, Indian
reservations, and partial counties. A project
may also include more than one county.
Persons Participating: The number of participants
reached at the end of the fiscal year,
1.e., June 1975.
Coupons Issued: Food stamp coupons
actually issued to food stamp recipients
during the fiscal year.
Total Coupons: The total value of coupons
issued equals the cash amount paid by the
recipients, plus bonus coupons.
Bonus Coupons: The value of food stamp
coupons that are provided free by USDA.
