Redeeming Food Coupons
The Food StaiDp Prograin
The Food Stamp Program is operated by the U.S. Department of Agriculture as authorized by the
Food Stamp Act of 1977 as amended. Under this Program eligible households are issued United States
Department of Agriculture Food Coupons to supplement their food purchasing budge,t. The purpose
of the Food Stamp Program is to provide low-income households the opportunity to o.;tain better diets.
Food coupons are used to purchase eligible food items from retail firms which have been authorized by
the Food and Nutrition Service (FNS) of the U.S. Department of Agriculture.
The food coupons are engraved documents slightly smaller than U.S. currency. They are printed
with intaglio print on water-marked paper with the words "Food Coupon" embossed. They come in
three denominations: $1 food coupons (brown), $5 food coupons (purple), and $10 food coupons
(green) and are distributed in booklets that are usually serially numbered similar to currency. Each
food coupon in a booklet has the same serial number regardless of the face value. The exceptions are
starred books which are usable books containing serial numbers not in regular sequence.
Authorized retailers accepting food coupons may redeem them at face value for credit to their
account or payable in cash through fmancial institutions such as banks, savings and loan associations,
and credit unions that are insured by an agency of the United States Government.
State approved meal services authorized by the U.S. Department of Agriculture may purchase
eligible foods with food coupons through approved food wholesalers. These wholesalers may subsequently
redeem the food coupons at face value for credit to their account through the facilities of insured
financial institutions.
The Federal Reserve Bank handles food coupons as cash under an agreement with the Secretary of
Agriculture. This agreement is subject to revision in keeping with regulations concerning the handling
of food coupons by the U.S. Department of Agriculture. Coupons are an obligation of the United
States within the meaning of Section 8, Title 18 of the U.S. Code. Laws regarding counterfeiting and altering
of U.S. obligations apply to food coupons. All transactions involving food coupons are subject to
the provisions of Section 15 of the Food Stamp Act of 1977, as amended which concerns the penalties
for unauthorized use of food coupons. Any such use may constitute a false claim against the United
States.
This document outlines the steps to be taken by retail food stores and wholesale food firms in
preparing food coupons for deposit in fmancial institutions which accept food coupons for redemption.
Also outlined are the procedures these fmancial institutions should follow in order to obtain payment
for food coupons through the Federal Reserve System.

Authorized food firms may accept U.S. Department of Agriculture's Food Coupons for eligible
food from qualified recipients. To redeem food coupons so received or to deposit them into their accounts,
firms M.I1.ST adhere to the following procedures:
1. Each food coupon must be stamped or otherwise marked on the revers~ side with the firm's
name and/or its authorization number.
OR
The fmancial institution may arrange with the firm to pre-cancel the food coupons. Under this
arrangement the retailer, in lieu of marking or stamping the reverse side of the food coupon,
will cancel the face of each food coupon using a stamp that contains the following:
a. The Food Stamp Authorization Number and/or the name of the firm.
b. The word "PAID" or "CANCELLED" in letters approximately three-quarters (3/4) of
an inch high.
c. The ABA transit number of the fmancial institution.

The lettering on the cancellation stamp should be outline open, not solid type. The face of the
stamp should not be larger than 11/2 inches by 2 inches. This stamp is normally supplied by
the fmancial institution.

2. The Food and Nutrition Service provides each authorized fmn with a supply of Food Stamp
Redemption Certificates, (Form FNS-278-B(l-84)). The certificates are key punched computerized
cards upon which the name and address of the frrm and its food coupon authorization
number is preprinted. Food Stamp Redemption Certificate must be completed with a #2
pencil each time the firm intends to redeem food coupons.

Wholesale Food FiriDs
A few wholesale food ftrms have been authorized to accept food coupons from specific authorized
retail food ftrms. These retail food fums might be meal service facilities, drug addiction or alcoholic
treatment and rehabilitation programs, or battered women and children facilities.
1. Any food coupons presented to a wholesaler for purchase of food must be stamped or endorsed
on the back by the retail and accompanied by a properly completed Food Stamp Redemption
Certificate.
2. The wholesaler must stamp or endorse each food coupon on the reverse side with th~
wholesaler's name and/or authorization number.
OR
The fmancial institution may arrange with the wholesale ftrm to pre-cancel the food coupons
on the face side in the same manner described under "Retail Food Stores" (Page 2, Number 1).
3. The wholesale ftrm must prepare a Wholesaler Food Stamp Redemption Certificate, (Form
FNS-278-4) as follows:

Item C, enter the complete name and address of the fmancial institution in which the deposit
will be made.
In the spaces numbered 1 through 5, enter the AUTHORIZATION NUMBER of each retail
firm submitting food coupons to the wholesale firm and the value of the food coupons. On the
line marked TOTAL show the total value of the retailer's food coupons shown on lines 1-5.
This total should be the same as the amount shown in Item A.
Item D, sign the form, enter the title of the signatory, and date the certificate.
Submit the Wholesaler Food Stamp Redemption Certificates, (Form FNS-278-4), retailer Food
Stamp Redemption Certificates, (Form FNS-278-B) and the endorsed food coupons to a fmancial institution
for deposit.
The total value of the food coupons, the value of Food Stamp Redemption Certificates and the
total shown in block A of the Wholesaler Food Stamp Redemption Certificate must match.

Institutions
Commercial Banks, Savings and Loan Associations, and Credit Unions insured by an agency of the
United States Government, may accept food coupons for redemption from authorized retail food ftrms
and wholesale food concerns. Financial institutions shall not knowingly accept food coupons for
redemption from any unauthorized ftrm or person. Financial institutions may require per,sons presenting

1. All food coupons accepted for redemption from retail food firms must be accompanied by a
properly completed Food Stamp Redemption Certificate, (Form FNS-278-B).
Any redemption certillcates not showing the value of the food coupons being redeemed in
Item D or any blank redemption certillcates should not be accepted.
2. All food coupons accepted for redemption from wholesalers must be accompanied by a completed,
Wholesaler Food Stamp Redemption Certillcate, (Form FNS-278-4) along with the
Food Stamp Redemption Certillcates, (Form FNS-278-B) from retail firms. The total value of
the food coupons submitted must agree with the amount shown on the Wholesaler Redemption
Certillcate.
3. Food coupon deposits must be verilled by the teller or other employees of the financial institution
and the verilled amount should be entered in block F of the Food Stamp Redemption Certillcate
with magnetic ink characters, MICR. If MICR is not available, a number 2 pencil may
be used to enter the verilled amount. DO NOT change the amount entered in Item D by the
depositing firm.
4. The first fmancial institution receiving the food coupons for redemption must cancel them by
indelibly stamping "PAID" or "CANCELLED" together with the name of the fmancial institution
or its ABA transit number on THE FACE OF EACH FOOD COUPON. The food coupons
should not be endorsed by any financial institution.
Financial institutions may arrange to have their customers precancel the food coupons on their
face, as described under "Retail Food Stores" (Page 2, Number 1).
5. Financial institutions may accept a portion of a food coupon consisting of at least three-fllths of
a whole food coupon for redemption at face value. Less than three-fifths of the whole food
coupon cannot be accepted for redemption. As with money, the U.S. Treasury will not reimburse
any claim for a mutilated food coupon which consist of less than three fifths of the whole
food coupon.
No fmancial institution may impose on or collect from a retail food store a fee or other charges for
redemption of food coupons that are submitted to the fmancial institution in a manner consistent with
the requirements, except for coupon cancellation, for presentation of food coupons by the fmancial institution
to the Federal Reserve Bank.

Federal Reserve Banks acting as ftscal agents of the United States ar~ authorized to receive food
coupons directly from:
a. Members of the Federal Reserve System.
b. Non-members with a clearing account.
c. Non-members that have arranged with a Federal Reserve Bank to deposit food co~pons for
credit to an account of a member on the books of the Federal Reserve Bank.
Financial institutions in any of the above categories may forward cancelled food coupons directly to
Federal Reserve Banks for payment in accordance with applicable regulations of the Board of Governors
of the Federal Reserve System and instructions of the Federal Reserve Bank. Other fmancial institutions
may forward cancelled food coupons through ordinary collection channels.
Shipments and transfers of food coupons are the liability of the depositing fmancial institution.
Neither the Federal Reserve Bank nor the U.S. Department of Agriculture is liable for any food
coupons lost, stolen or destroyed while in the custody of an insured fmancial institution or for the value
of food coupons lost, stolen or destroyed while in transit from one insured fmancial institution to
another or to a Federal Reserve Bank.
All fmancial institutions forwarding food coupons to a Federal Reserve Bank must as a minimum
conform to the following procedures:
1. Cancelled food coupons must be bound by paper currency straps in bundles of 100 food
coupons of the same denomination. Each food coupon in the strap must be face up, top up.
The strap on each package of food coupons should show the item count, dollar value of the
package and the fmancial institution's identiftcation; such as the fmancial institution's name or
ABA transit number. Packages should not contain other straps, extraneous paper or rubber
bands, nor should food coupons contain staples or paper clips.
2. Less than 100 food coupons of each denomjpatjop should be retained until a full package of
that depomjpatjop is accumulated. If the volume is such that 100 food coupons of the same
denomination CANNOT be accumulated within a reasonable period, the depositing ftnancial
institution must make special arrangements with the receiving Federal Reserve Bank to deposit
the "ODD" straps. The food coupons are to be strapped with one package of less than 100
items. for each denomination and marked with the number of food coupons, the dollar value
and the ABA number or name of the fmancial institutions.
3. The depositing fmancial institutions must prepare a Food Coupon Deposit Document to cover
the entire food coupon deposit.

4. Financial institutions must order Food Coupon Deposit Document (FNS-521) from their
Federal Reserve Bank. The "for the account of' box on the (Form FNS-521) is preprinted by
the Federal Reserve Bank with the name, address and check routing number of the fmancial
institution making the deposit. The check routing code is printed in Optical Characters
Recognition B.
The fmancial institution must complete the remainder of the Food Coupon Deposit Document.
A. Date of deposit
B. Number of each denomination of food coupons
C. Amount in dollars of each denomination of food coupons
D. Total value of food coupons being deposited
E. Total value of the redemption certificates being sent with this deposit. The value of the
redemption certificates may not be the same as the value of the food coupons being
deposited. Food coupons are consolidated into strapped bundles of 100 food
coupons of like denomination and odd amounts are held by the fmancial institution to
be combined with other food coupons for future deposits.
5. All the redemption certificates received by the fmancial institution from retailers and the food
coupons in strapped bundles of 100 each should be shipped together with the original and first
two copies of the completed Food Coupon Deposit Document to the Federal Reserve Bank.
The remaining two copies are retained by the fmancial institution for its records.
6. Deposits should be contained within bags or packages which are sealed in such a manner that
the integrity of the deposit cannot be compromised.

Federal Reserve Bank
The Federal Reserve Bank will credit financial institutions with their food coupon deposits on the
day of receipt provided they are received before the established deadline. Such credit is subject to
reclamation and adjustment upon verification. ·
Federal Reserve Banks forward the Food Coupon Deposit Documents and Food Stamp Redemption
Certificates to the Food and Nutrition Service's Minneapolis Computer Support Center along with
a debit voucher for the amount the United States Treasury was charged for the payment of the food
coupons deposited by fmancial institutions.
It is the Minneapolis Computer Support Center's (MCSC) function to reconcile the Food Coupon
Deposit Document and the debit voucher as well as the value of Food Stamp Redemption Certificates
with the value of the Food Stamp Redemption Certificates reported on the fmancial institution's Food
Coupon Deposit Document. MSCS prepares reports of food coupon redemptions by fmancial institution
and retail firm in addition to various other management reports.
