On failure to comply w ith the provisions ot thi* sec-tion, every such company shall pay as tax two thousand dollars,aiid the prin-cipal agent shall be liable therefor.— Every such company shall be required io appoint a general agent, who shall obtain a license from the State Treas un-r before transacting any business therein, and liefore such license is granted, the applicant shall show to the Treasurer his appointment as iieueral agent, under seal of the com paoy, aud thereupon the license shall lie granted by the payment of one hundred dollars, and such license shall lie renewed annually by the payment of said sum, And it ~-li.il I be the duly of said general agent to furnish' each of Ins sob-agents with a commission authorizing him to do business.
