The Columbus Enquirer says the South is poor, not because we bare less thrift or intelligence than other section*, bnt because we do not wisely list'onr gifts. The profits of our labor go to enrich Europe and the North and West. Though our cotton money amounts annually to hundreds of millions, it must go abroad to pay for almost everything we eat and wear. Perhaps a hun-dred millions go to Europe, France and Germany for extravagant dres-sing and fancy goods, twice aa much more to the West to pay for provisions, furniture, etc. Our ag-ricultural implement*- are nearly all made abroad. How much goes to Cincinnati for whiskey t now much to Tennessee and other Slates for guano, hay, dressed poul-try, potk and Bolgua sausage f Why cannot our farmers raise poultry, and why not our butchers make as good sausage as Tennessee or any other State '. Thus iu thousands of ways our profits are borne away and we are left without money, completely at the mercy of those ti|H)ii whom we are dependent. It is time our people were reflecting seriously ii|>on their vassalage and turning their attention to ways and means to prevent the outflow of money from our midst. Let us en-courage home production in every possible way, for only by no doing can we hope to regain our former position of wealth and indepen-dence. 7 50 house rant Proposed Improvement In Presidential Election. The Senate Committee on Privi-leges and Elections yesterday met and considered Senator Morton's proposed Constitutional amendment to provide a bet D i mode of electing the President Without reaching a I'm mat conclusion.the followingprop- Ofitiona were considered: First, to a-bolish the Electoria!College; second, the President and Vice I'res. to l>e voted lor directly by the people; third, each State to be divided into as many districts as it has Represent-atives, ami the candidate having ihe Ingest vole for President in the district to receive the vote of that district, which shall count one Pres-idential vote, each State to be enti-tled to two Presidential votes at large, which shall lie counted for the candidates having the highest number of voles in the whole State; fourth, the person having the high-est number of such Presidential votes in the United States shall be President. This will allow a Presi-dent to be elected by a plurality vote ; lil'lh, these provisions are to be applicable to the election of Vice President ; sixth, Cougress shall have power to provide tor holding and conducting Presidential elec-tions, and to establish tribunals for decision of contested elections in dislricts or States, ami make regu-lations to govern ihesc tribunals.— Washington Cor.
