review THE MOSES H. CONE MEMORIAL HOSPITAL Dr. Silber Heads Pediatric Teaching Service David L. Silber, Jr., M.D., a former professor of Pediatrics and Medical Education at Southern Illinois University, has been appointed Director of Pediatric Teaching Service in the Moses Cone Hospital Residency Program. Dr. Silber's early professional experience includes service as staff physician in the Clinical Health and Tuberculosis Programs of Davidson County Health Department, Nashville, Tennessee, and he was a staff Pediatrician in the U.S. Army where he held the rank of Captain. He maintained a private pediatric practice for two years in Elkhart, Indiana. In addition, he has held teaching and administrative positions in several medical universities. He served a surgical internship at Vanderbilt University Hospital, where he also served a pedatric residency. Dr. Silber has published extensively and has received awards for two of his medical articles. He was selected Professor of the Year at the University of Iowa where he taught for five years. He also was selected to Place Academic Hoods by students in the class of 1975 at Southern Illinois University. He was awarded a special projects grant in 1976 by the Bureau of Health Manpower, and in 1969 he received a research grant for Demonstration of the Effecacy of a Student Designed Pediatrics Clerkship. Dr. Silber is a native of Pittsburgh, Pennsylvania. He and his wife, Eileen, have four children. Dale Quackenbush, outgoing President of the Employee Council, and John Morton, the newly elected President, discuss projects sponsored by the Employee Council. During the past year, council members representing all hospital departments planned and supervised the annual employee picnic, the employee Christmas party and the service awards banquet. They also began preparing a brochure describing the council and its activities and installed an employee bulletin board on the ground floor of the hospital. In addition, the council sponsored a golf tournament and other organized sports activities for employees at The Moses H. Cone Memorial Hospital. Expenditure Control Plan Implemented On January 18,1982, the first phase of the Expenditure Control Action Plan was implemented. During the first two months of the fiscal year, spending was significantly over budget and this program is designed to get the hospital back within the 1981-1982 budget. Mr. Jim Albright, vice president of Moses Cone Hospital, commented, "We hope that the Phase I restrictions are all that will be necessary. If we work together to control expenditures, we can bring our hospital back within budget and make more serious spending cuts unnecessary. "The Phase I Action Plan has been specifically designed to not affect the quality of patient care. Our efforts are directed solely at non-direct patient expenditures." Restrictions imposed in Phase I include: restriction of overtime usage, elimination of the use of outside temporary help from agencies, restriction on travel, a moritorium on new renovation projects, a decrease in the use of consultants and attorneys, and a number of other budget-cutting steps. Phase I will be in effect until March 31, 1982. At that time, the financial situation will be reevaluated and a decision will be made to either extend Phase I, move into the more severe Phase II or drop restrictions altogether.
