For some years our downtown has shown slight but continual decline. However, there is evidence that a reversal of this decline is underway.
A number of downtown stores have undertaken extensive remodeling, and other private interests have acquired downtown sites for expansion
and new facilities. These private efforts have been encouraged and supported by significant public actions: underground wiring and modern
street lighting; adoption and implementation of a thoroughfare plan; Municipal Parking Garage No. 1; the Governmental Center and Parking
Garage No. 2 soon to be built; and the adoption of a renewal plan for downtown. These actions are restoring faith in downtown as a center for
government, business and culture. The new direction for downtown is up.
