HB 361 / SB 288 AIDS Prevention/Education Program
Appropriate $13 million to establish a statewide AIDS Prevention
and Education Program. Improve awareness and promote behavior
change in the public and high-prevalence groups; support
community-based education and risk-reduction programs; support
recruitment and training of volunteers; develop and manage a
statewide case management and resource referral system.
Position: Support. Will control the spread of the
infection, improve care, reduce the number and length of
hospitalizations, and reduce the cost of AIDS to taxpayers,
individuals and hospitals.
HB 362 / SB 282 Communicable Disease Law Change
Prohibit discrimination based on HIV-antibody status in
employment, housing; and public transportation, accommodations
and services. Require informed consent before HIV testing.
Position: Support. Will reduce/remove the major barrier to
testing and counseling and make education more effective. Passed
the House, 1987.
HB 175 / SB 283 HIV Child Foster Care Funds
Appropriate $480,000 in FY 89/90 and $ 1,120,000 in FY 90/91 for
supplemental foster care payments to adults agreeing to be foster
parents to children with HIV infection.
Position: Support. Will reduce/eliminate "dumping" of HIV
children on hospitals/public agencies; provide compassionate
care; reduce the cost of care.

Appropriate $400,000 for FY 1989-1991 to purchase antiretroviral
drugs tJ>**,£y#b\jth«^U'1?e^aj3e_^^ for HIV-positive
people meeting financial and medical eligibility.
Position: Support. Will allow qualified people to remain
productive, continue to work, avoid more expensive care and
hospitalization, and reduce the cost of AIDS.
