Dear Citizens of HSA II
As you may know, the Piedmont Health Systems Agency is responsible
for drafting a comprehensive plan for the development of the health
sector in North Carolina Health Services Area II. This Health Systems
Plan will be, in essence, a blueprint for the growth and development of
health resources in our area.
A major component of the plan will be a set of long term goals
describing what improvements are desired over the next five years. That
is, these goal statements will indicate desired future states both in the
health of the population and in the characteristics of the health
delivery system.
As chairman of the Plan Steering Committee, I would like to request
your assistance in reviewing the appended material and making suggestions
for modification and/or addition to the draft goal statements. In order
to simplify this task, I have included a working paper (Information
Summary for the Development of Health Systems Goals) which includes the
following items: .
• A list of mandated functions of Health Systems Agencies (p.ii).
» A summary list of the 24 draft goal statements contained in
National Health Planning Guidelines, "A Statement of Goals and
Standards" (DHEW/BHPRD, 1976) (p.iii).
• A list of the 10 National Health Priorities as specified by
Public Law 93-641 (The National Health Planning and Resource
Development Acts of 1974) (p.vii).
• A set of background material which provides additional information concerning the draft Federal goals ("Supplemental Information on the 24 Goals") (p.viii).
The 24 Federal goals in this packet are presented merely as a focus
for discussion and review; it is expected that the recommended goals for
HSA II will differ considerably from this draft. Using the working
paper as a point of departure, your evaluation and recommendations are
needed to ascertain how well the Federal goals reflect the health needs
and priorities in North Carolina HSA II. The specific input we are
seeking might be summarized as your answers to the following questions:
