THE • MOSES • H • CONE 5£ MEMORIAL. HOSPITAL August 1988 Day Care Center Update The mission of The Moses H. Cone Memorial Hospital is to provide high quality health care to the community we serve. An area that is constantly being evaluated in the fulfillment of this mission is the retention and recruitment of the highest quality health care professionals. In an attempt to provide a work environment and benefits package that is structured to retain existing employees and attract other health professionals to Moses Cone Hospital, the Hospital has been exploring the possibility of day care options for employees. Moses Cone Hospital is dedicated to taking the lead in promoting quality child care for the professional family. Day care planning began over 12 months ago and has included two surveys of existing employees. This plan proposes an on-site day care center located across from the employee parking lot on Tankersley Drive. Moses Cone Hospital owns a 11.2-acre tract of land at this location that the Hospital leased to the City of Greensboro in 1975. The lease was part of an agreement with the city to jointly build Tankersley Drive. When Moses Cone Hospital leased the land required for a right-of-way to the city, they also leased the 11.2 acres along Buffalo Creek. "Hospital officials at that time did not anticipate our growth and the need for this land. They always felt the Hospital had adequate property on the existing campus," said Peter Kariher, Vice President of Health Services. When Moses Cone Hospital entered into the agreement with the City of Greens- boro, Hospital officials stipulated that the land must be maintained as a natural area. The city then con tracted with the local Audubon Society to use this area as the T. GiIbert Pearson Audubon Natural Area. A Parks and Recreation Commission public meeting was held on July 13 to discuss the possibility of releasing 1.5 acres of the 11.2-acre tract from the 1975 lease to be used as a day care center site. Although that meeting was held during our 3 p.m. shift change, 54 Moses Cone Hospital employees were in attendance, and the names of 1,071 employees were signed on a letter of support to the commission members. "The support that employees showed through their attendance at that meeting and signatures on the letter shows the need for this project. I would personally like to thank each of them for their time and dedication," Kariher said. "We continue to feel good about the day care project and are committed to providing this important service to our employees," he continued. The proposed center would accommodate approximately 170 children on two shifts. A May survey of employees revealed that Hospital employees have 496 children under the age of six who require day care. Parents of 85 children are interested in enrolling their children immediately. The day care center as proposed would be open from 6 a.m. until midnight, 365 days of the year. The Parks and Recreation Commission will be voting on this issue at their August meeting. Their recommendation will then be reviewed by the City Council at their September meeting. The final vote on whether the City releases the 1.5 acres of land required for the day care center will take place at the October City Council meeting. Cone Memorial Hospital received the necessary approval from the state of North Carolina to build a 126-bed nursing home facility on the Hospital campus. Moses Cone Hospital submitted a Certificate Of Need (CON) application in January of 1988 requesting the 126 nursing home beds that were indicated as needed in Guilford County by the North Carolina State Medical Facilities Plan. A total of 13 other applications for those beds were reviewed by the North Carolina Department of Human Resources, CON Section. "We are thrilled to be chosen from the field of applications to build a nursing home facility. Moses Cone Hospital is committed to providing a comprehensive service for older adults in our service area, and this nursing home facility is a vital component of our overall plan," said Jim Roskelly, Vice President of Corporate Planning and Development. Tht nursing home will be built on the Hospital campus between the Day Surgery Center and the Hospital apartments. It will include 60 Skilled Nursing Facility (SNF) beds, 66 Intermediate Care Facility (ICF) beds, and 24 Home for the Aged (HA) beds. HA beds do not require a CON application for construction but were part of Moses Cone Hospital's proposal. "By having this mix of SNF, ICF and HA beds, we will be able to offer a continum of long term care services. These different levels of care will also support the goals of enhanced independence and quality of life for older patients. We plan on implementing a case management approach to long term care, allowing reduced average lengths of stay and improved availability of support services, such as outpatient rehabilitation, home health care, and day care," Roskelly said. Moses Cone Hospital identified a need in its service area for a broad system to aid the elderly in its Strategic Plan adopted in 1986. Since that time, an Advisory Committee on Health Care Services for Older Americans along with Geriatric Health Systems, a San Francisco- based consulting firm specializing in services for the elderly, have worked with Moses Cone Hospital to establish a two phase plan to serve the elderly in the Greensboro area. Phase I • Establish an Older Adult Service with a core staff to serve as a patient care triad. • Utilize this Older Adult Service for geriatric consultation and assessment to assist private practitioners and their geriatric patients with health problems to function at the highest possible level. •Establish an Older Adults Resources/Education Center to help establish needed community-wide services. Phase II • Develop an Older Adults Services And Care Center to integrate a rehabilitation- oriented skilled nursing component with the services developed in Phase I. • Evaluate opportunities for adding, over time, geriatric rehabilitation, adult day care, respite care and housing options. Late Notice Nursing Home CON Appealed Since the original writing of this article, an appeal of the state's decision was filed by VHA Long-Term Care of Memphis, Tennessee. VHA Long-Term Care is affiliated with Voluntary Hospitals of America of which Wesley Long Hospital is a member. Moses Cone Hospital's attention will now be focused on the appeals process which could take up to nine months to resolve. "We are disappointed that Wesley Long and VHA have chosen to go this route," said Kathy Black, Director of Public Affairs."We regret that it will delay the opening of beds for the hundreds of patients in Guilford County who are in desperate need of nursing home placement."
