C . These replace the Guilford County free health clinic and are an outgrowth of negotiations carried on between the hospital and the county commissioners during the months since 1969. At that time the commissioners decided to close the free clinics, believing the Medicaid program begun in January, 1970 would replace the health facility need. This directly affected the UNC Teaching Programs of the hospital because family medicine residents had helped staff the clinic as part of their training. Additionally, the medical and dental staff members believed the clinic closing would place a heavy burden on private physicians. With the Medical and Dental staff voting to back the clinics, the Trustees and the commissioners reached accord which has resulted in the opening of the new Outpatient Department. The commissioners agreed to operate the clinic until the hospital took over, to pay for medical expenses of indigent persons, provide social workers to determine whether a person was eligible for the free (Continued on Page 2) Lyday, McLendon Heading Services Dr. John E. Lyday has been appointed Chief of Surgery of the hospital and took office on July 1, succeeding Dr. Robert L. Phillips. Dr. Lyday was appointed to the three-year term by the Board of Trustees at their annual meeting in May. A native of Brevard, he received his BS degree from UNC, Chapel (Continued on Page 2)
