STEERING COMMITTEE, HEALTH CARE DELIVERY SYSTEMS MINUTES WEDNESDAY, JUNE 27, 1984 Members Present: Doctors Bertrand, Bowman, Linder, Nolan, Ray, Rollins, Ruskin, Singer, Stafford, Stiefel, Turner, Young, Barry, Bryan and Leone. Members Absent: Doctors Henschen, Rowe and Russell. Invited Guests: Mr. Jim Busick, Executive Secretary, Guilford County Medical Society, Greensboro Branch. The meeting was called to order at 7=35 p.m. after which Dr. Turner gave a brief overview of the concepts of alternative health care delivery systems now operating in this country. There followed a discussion of these various types of organizations and it was the concensus of the committee members that emphasis be placed on exploring the feasibility of a free access system such as a HMO-IPA. Because of present recruitment activities directed by a PPO Organization, there was also decided to hear from the PPO Organization regarding their type of health care delivery system. Mr. Dennis Barry then discussed the health environment of the Greensboro area emphasizing the point that at present fragmentation of physician's groups was not a predominant problem and if a system could be established that would avoid this fragmentation, then this was to be desired. Mr. Barry then discussed the fact the Blue Cross-Blue Shield will be introducing its own HMO-IPA Program in the Greensboro area and that it has completed feasibility studies regarding this endeavor. The fact that Blue Cross- Blue Shield now enjoys 25% of the market carrier status which seems sufficient for the steering committee to interview representatives of this carrier regarding physician-organized plans. It was decided that Mr. John Sharpe of Blue Cross-Blue Shield will be contacted to speak to the committee meeting on Wednesday, July 18th. Discussion then followed by the commi ttee as a whole regardi ng Charter Med, Inc. and their HMD-IPA Plan. Since this group has made preliminary investigations into the Greensboro area at the request of the Guilford County Medical Society, it was decided that physicians would contact representatives of other physician groups that are involved with the Charter Med Plan. Doctors Turner, Bertrand, Ray, Young, and Stafford will contact selected physicians provided by that firm and Dr. Mike Leone will contact the physician representative in Minneapolis, Minnesota associated with a plan that has not fared well financially. This name will be supplied by Mr. Jim Busick, Executive Secretary of the Guilford County Medical Society, Greensboro Branch. Reports of these members will be discussed at the next meeting. Questions were formulated to be presented to the representatives of the various programs so that an overall comparison could be made of the performance of the various systems.
