According to Merriam-Webster's Collegiate Dictionary, the Committee of the Whole is "the whole membership of a legislative house sitting as a committee and operating un-der informal rules." SGA officers like President Jonae Wartel, Vice-President Donald Hughes and Attorney General Charles Bowen were allowed to vote in this setting. Chairman Pro Tern-pore John Bryant presided over that session of the senate meeting. On Feb. 14, the Office of Student Life (OSL) placed SGA on probation because its rally for higher education, enti-tled "Have a Heart," was not in compliance with university policy concerning student gatherings. According to the SGA website, the event's main orga-nizer, Vice-President Donald Hughes, failed to contact the University Police "at least 12 hours" prior to holding the rally on the EUC front lawn. According to the Resolution, sponsored by Senator Matt Hill Comer, Hughes assured the senate "that all the necessary steps would be taken" to comply with university policy. According to SGA President Jonae Wartel the organi-zation's probation places no restrictions on any of its ac-tivities or privileges and should expire within the academic year. According to the Resolution, the University Police gave SGA no "official citation." Later that day, the organization received a letter from Leinwall, who is also the Associate Director for OSL, in-forming them of their probation status. The Resolution stated that Leinwall's actions, considering her positions as OSL Associate Director and SGA senate advisor, were "an extreme conflict of interests." "Disciplining needs to happen from an unbiased out-side entity," Comer said during the Tuesday night meeting. "Quite frankly, Dr. Leinwall is not unbiased." Hughes agreed that Leinwall's roles were a conflict of in-terest and said that no other student organization advisor had the power to place their organization on probation.
